Joe serves as a Supervision Principal for Ofcom and is the regulator’s main point of engagement with the adult industry. His responsibilities include helping businesses navigate the rules established by the UK Online Safety Act.

Since 2023, Joe and his team have worked to make those rules more understandable through conference appearances, workshops and tailored guidance. These resources are directed at website owners at different points in their compliance work.

The Online Safety Act is relevant to sites and apps used by people in the UK. Any covered service that hosts pornography must put highly effective age assurance in place to confirm that its UK users are adults.

Ofcom is the UK’s independent communications regulator. It oversees telecommunications, the postal system, broadcast television and radio, and a range of online services without operating as part of the UK Government.

Its responsibilities under the act include improving online safety for everyone in the UK and providing specific protections for children. Services must use effective systems to protect users against illegal material and keep children from accessing pornography and other harmful content.

Ofcom consults on the guidance it issues, supervises providers and monitors whether they are meeting their duties. Where the regulator believes a breach may have occurred, it can use its formal enforcement powers.

The recently released “Vet Your Vendor” report is intended to help website owners ask appropriate questions and assess their options when selecting an age-assurance provider.
